First I would like to state that I was a former Shiori hater because I honestly didn’t understand her character. Now on with the post!
From the Black Rose Arc:
Confession Booth-
Shiori: She’s (Juri) talented, beautiful, and loved by everyone.
Shiori: I was jealous of her because of that.
Shiori: That’s it.
…
Shiori: But I thought she was kind to me because she looked down on me,
Shiori: and that she had pity on me for being plain and useless.
Shiori: That’s pathetic!
Shiori: So I wanted to change my relationship with Juri-san.
Shiori: But what I did with him made me more miserable than before.
Shiori: I should have wanted it for myself!
Shiori simply feels inadequate compared to Juri. There is also a part that is hard to catch-
She says that she has hated Juri since childhood, but when she goes deeper into her sub-conscious she says the lines under the dots. She thinks she hates Juri, but she really wants to be her equal. She thinks Juri is prettier, more popular, and all around better than her. Look at Wakaba, she is secretly jealous of Utena because people pay more attention to Utena than her. Wakaba just deals with her feelings differently (and Utena doesn’t have a crush on her). I mean Wakaba gets really freaking jealous when Onion Prince pays more attention to her best friend than her. It’s easy to see how their friendship could get strained (and luckily it isn’t strained for long!).
Another thing I’d like to point out is the “Why didn’t she tell me?!” when Shiori opens the locket. That isn’t homophobia, that’s a deep fear that Juri would be secretly ashamed of her and WANT to hide her in a locket because of how pitful and plain she is. When she says “Poor Juri,” she isn’t feeling sorry because Juri is a lesbian or has a secret crush. She feels bad because perfect and gorgeous Juri has a crush on plain old Shiori the nobody.
After being dumped by Ruka:
Juri: Shiori…
Shiori: You came to laugh at me and feel all superior, didn’t you?!
Shiori and Juri have been friends since they were kids. Shiori knows that Juri isn’t going to laugh at her. Once again she feels inferior to Juri because no one would’ve ever dumped Juri in the courtyard in front of everyone. She feels that Juri has come to pity her again for being such a pathetic and weak girl.
In conclusion, all of the female characters in Revolutionary Girl Utena are interesting and fantastic characters once you delve into them.
